City of Warman Committee of the Whole

The Committee of the Whole is a committee comprising of all members of Council. 

The Committee of the Whole meets every third Monday of the month beginning at 1:00PM at City Hall Council Chambers. Meetings are open to the public.

The Committee of the Whole is comprised of six departments with a Council lead appointed by Council to each area for a two year term. The current Committee of the Whole appointments are as follows:

Administration & Governance

The Administration and Governance section deals with matters generally relating to the functions of government services, and fiscal services, specifically i
ncluding council remuneration, council/staff training and travel, legal, audit, accounting, insurance, bond, tax enforcement, memberships and subscriptions, labour relations, staff remunerations, assessment, tax penalties, reserves and allowances, long term debt, elections, and municipal governance including Cities Act requirements. 

Planning, Development and Transportation

The Planning, Development and Transportation section deals with matters generally relating to the functions of planning and development services and transportation services specifically including planning and zoning, community development, infrastructure development, machinery and equipment repairs, workshop operation, street maintenance, snow removal, sidewalk repairs and maintenance, street decorative lighting, road/street/traffic signs, signals and markings.

Economic Development

The Economic Development section deals with matters generally relating to the functions of economic development services specifically including business investment, attraction and retention, general marketing of the City, community development and business licensing.


Protective Services

The Protective Services section deals with matters generally relating to the functions of protective services specifically including police protection, fire protection, emergency measures and bylaw and animal control. 


Environmental Health Services and Public Health and Welfare

The Environmental Health Services and Public Health and Welfare section deals with matters generally relating to the function of environmental health and welfare services specifically including storm sewers and drainage, water production/distribution, sewage collection and disposal, public health, cemeteries, waste collection and disposal, recycling services, public housing and housing authority. 

Recreation and Culture
