Why does the City pile snow on the sidewalk in front of my house?

Following a snowfall, the snow is windrowed onto City sidewalks with the intent to remove the windrows time permitting. Crews attempt to keep at least 1/2 of the sidewalk clear during this time, until the windrows are removed. This process of snow removal is designed to continue to allow parking along residential streets, while maintaining wider roadway for 2-way traffic.
